Compliance Plan Overview, a presentation by Andrew Philopoulos, HRM’s Director of Solid Waste Resources was given at the July 6, 2023 meeting of the CMC. The document reviews HRM’s plan to meet the Nova Scotia Department of Environment and Climate Change’s performance target for the percentage of organic waste in the Otter Lake Landfill. The performance target formed part of the March 22, 2022 conditional revised approval granted to HRM, the owner of the landfill, and Mirror Nova Scotia, the operator, to deactivate the Front End Processor and the Waste Stabilization Facility at Otter Lake. Under the revised approval, “ Compostable waste shall not exceed ten percent (10%) of total amount of municipal solid waste landfilled, by mass.” No timeline was mentioned in the department’s document for achieving the goal.
